Our Team Leaders
Our Team Leaders have a wide scope of expertise, drawing on the experience of successful entrepreneurship, scholarly achievement, as well as being pioneers of development work with considerable involvement and leadership of their organisations, including leadership of TVET institutes and economic establishments. They were both pioneers and innovative with clear prints in their fields.
They have substantial life experience in both public and private sector development; both have worked as freelance consultants and trainers in their fields on the local and regional levels as well as working for over 25 years successfully providing expertise and managing numerous projects, programs and businesses of various sizes.
Dr. Randa Hilal
An engineer with MSc Electronics and a Ph.D. in Education and Development with focus on TVET from the UK, with various local, regional and international training & exposures. She has over 25 years of experience in the management of Public Institutes, TVET, NGOs, and Consultancy Company. Her work was based on developing new models and her management style is based on Results, Based Management, process understanding and learning based. Randa is the managing partner of OPTIMUM since 2009.
Her Consultancy work included Monitoring & Evaluation, Planning of programs and projects, assisting NGOs in developing Strategic Plans, Needs Assessments and Labour Market Surveys, preparing development concepts, conducting baseline studies and mapping, as well as developing systems and manuals. In addition to leading TVET institutes, integrating women in TVET Institutes and Speclisations, developing Work-Based Learning models, developing training programmes, curricula development, and developing policies and plans for the TVET sector, as well as providing an institutional capacity building. She was also engaged in setting Qualification Criteria and Mechanism for HRD in the Water sector and developing the gender strategy for the environment sector. She led a team that facilitated the national Work-Based Learning Strategy.
In addition; she trained and facilitated various workshops. Randa is a certified facilitator by the GTZ/GIZ, and Rights-Based Approach (RBA) trainer by the NCA. She is an RBA specialist, that used the approach in developing strategies and conducting evaluations. She is also a Certified Management Consultant (CMC) from International Management Consultant body. She is Certified as a Business Coach by ILM/ the Business Coach Academy.
Randa, a leading expert in TVET in the occupied Palestinian territories, was also the first women director for a male-oriented VTC in 1995. She introduced women for the first time in VTC through non-conventional fields. She introduced an apprenticeship programme and outreach in the LWF in 2004. She is the Co-Founder and was the first chairperson of the NGO-VET League that organized the sector of non-governmental VET institutes, institutionalized it, and contributed to fund it and its members.
Randa is a researcher that has conducted various published and unpublished researches, have published academic papers and presented papers at national and international conferences, managed to provide evidence-based for best practices and models.
Dr. Tawfiq Nassar
An engineer with a Ph.D. in Macro-Finance, together with a double Masters in Electronics from the UK and an MBA from Al-Najah University, gathering over 20 years in management of Large, Medium and Small sized companies and enterprises.
His consultancy work included training, counseling, and coaching for Business start-ups & SMEs, various management and financial management training, Capacity Development to microfinance institutes, Business development to enterprises, TOT in training best practices to various NGOs and training on various management aspects.
Tawfiq is also a certified CEFE Trainer and has provided various training on the regional level, he is a well-known TOT trainer; provided over 10 courses to various groups: microfinance, NGOs, business development organizations, and governments. He is certified as a Business Coach by ILM/ the Business Coach Academy.
Tawfiq established his own private business in Aluminium Fabrication and made it grow into a very successful enterprise .
He is a board member in Shipper's Council participating in the capacity development of the union and the sector.

OPTIMUM has a pool of consultants whom are specialists in various fields (including TVET, Education, Health, Development, Management, Economy, Financial and Business Development) and are situated in various locations all over Palestine, including Gaza and Jerusalem. We also have consultants placed in Jordan and other regional and international locations. This enables us to assemble customized teams according to the demands of the consultancy mission or project.
OPTIMUM Field Workers and Data Analyst
OPTIMUM has a pool of field workers that are spread all over Palestine including Gaza and Jerusalem, they can reach and cover all areas including area C, Jerusalem, and Gaza. Field workers and researchers have the experience of collecting data and reaching the different surveyed groups. OPTIMUM has a team of data analyst using different software.
